Drivers in Great Cornard came to a standstill on Tuesday morning after traffic lights at a roundabout got stuck on red.
Motorists were left waiting patiently for up to 10 minutes at the junction of Cornard Road and Cats Lane because three sets of traffic lights had frozen.
In the end, motorists took it in turns to go until workmen were called to fix the problem.
The lights were put in place by Anglian Water so that a water valve cover could be repaired. It followed torrential rain on Saturday during which the junction was flooded.
A spokeswoman for Anglian Water said: “It was planned work taking place, rather than anything to do with the flooding, and it was not a leak. The work was to raise a valve cover in the road to prevent it becoming a road hazard.
“We are, of course, sorry for the inconvenience to road users while we completed this important piece of maintenance work but have tried to keep disruption to a minimum.”
She said that, upon being notified of the problem, a work crew was sent to fix the lights. They were due to be removed by today.
