The Free Press has demanded a clean-up along one of Sudbury's busiest roads – which has been labelled a "disgrace" and an "embarrassment" to the town.
Banks and verges beside the Eastern bypass and Springlands Way – seen by thousands of motorists every day – are strewn with plastic bags and other rubbish.
And the approach road to Tesco has been singled out for criticism for the dozens of plastic bags in hedgerows and trees near the store.
Nick Irwin, chairman of Sudbury in Bloom, said he was appalled by the state of the area.
"What message does this send out to visitors? We should be embarrassed and Tesco should be morally obliged to clean up that area around the store," he said.
Sudbury community warden Andy Nunny said: "Tesco has to take some responsibility. The area next to the shop, Springlands Way and the underpass is a nightmare.
"I think the whole area needs to be done at least once a week. It is the main artery through Sudbury and it looks dreadful."
He and fellow warden Bradley Smith clean the area when they have time – although it is not their job.
Bill Smith, 42, whose company LNS Contractors does highways work for Suffolk County Council, contacted the Free Press.
He said: "Between people throwing out fast-food wrappers at one end of the road and Tesco packaging at the other, the area looks awful."
He criticised those who discarded litter and other rubbish.
"We are currently working just off the A134 – the amount of plastic bags and discarded food is shocking. We have seen ditches swarming with more than 50 or 60 rats – they seem to be everywhere this year," he added.
On the area around Tesco, a spokesman said: "We agree this looks rather unsightly and it's clear the recent wild weather has not helped, so we'll look into getting a team out there to help clean this up." He urged customers to use recycling units and bins.
A Babergh spokesman said the area around Springlands Way and Northern Road was cleaned monthly and contractors would respond quickly to specific incidents at other times.
He said newspapers dumped in the area at the weekend had been cleared up on Monday morning by the council's "rapid response" team.
Free Press staff have decided to take action and will be along Northern Road clearing up plastic bags this morning.
