Stolen bins

Just recently, there have been a considerable number of wheelie bin thefts where I live, both colours just disappearing.
Previous to this we had one set on fire which caught a neighbour's fence and burned it down so we are all quite vigilant, putting our bins out and taking them in asap.

We have to pay for a replacement black bin and a neighbour has had to pay for two replacements.

I am sure that there are many other folk who also have had their bins stolen and have forked out for new ones and we don't hear of it.

We didn't steal them though so it seems unfair to say the least that we get punished for these thefts when there is no alternative.

This may seem petty to some but it is extremely annoying, inconvenient and costly.

It seems to be a common UK problem so why is something not done about it?
